Smart Applications service provider appointed

The new smart application service will transform the planning and building standards application process

In our first programme year, delivery of the Scottish Government’s digital transformation of the Scottish planning system is well underway. 

We have now reached the end of the Alpha phase that explores options to improve paying for planning and building standards applications. The payments project will move to its next phase - progressing approval to develop a full Beta payment service.

Smart Applications is next on our radar, and we're delighted to announce that following a successful procurement exercise, Storm ID have been awarded the service provider contract. Storm ID will work collaboratively with the Digital Planning team on a Discovery and Alpha phase, using tried and tested user centred design methods.

Project Phases

Storm ID will concentrate on a Discovery (exploration) phase for the creation and submission of an application. Following this, an Alpha (working prototype) phase for the development of a working prototype will be delivered.  Is it anticipated this will result in the development of a full solution.

Discovery is scheduled to run between June 2022 to October 2022 and will include:

  • user research to explore pain points in planning and building standards applications
  • technical analysis for a transformed service
  • stakeholder engagement

Alpha is scheduled to run between September 2022 to October 2022 and will deliver:

  • a working prototype for a transformed planning and building standards application process
