Single Payment service provider appointed

The delivery of Scottish Government’s digital transformation of the Scottish planning system is well underway. In our first programme year we have identified 7 key delivery priorities two of which are:

  • To improve how planning and building warrant applications fee payments are made through the eDevelopment service
  • To redevelop the existing fee calculator, which enables the cost of planning and building standards applications to be determined.

Following a successful procurement exercise, Storm ID have been awarded the service provider contract. Storm ID will work collaboratively with the Digital Planning team to tackle these early priorities, using tried and tested user centred design methods.

Project phases

Storm ID will concentrate on a Discovery (exploration) and Alpha (working prototype) single payment system exercise that it is anticipated will result in the development of a full solution.

To be used initially within the current eDevelopment service for payment of fees for planning and building standard’s applications within Scotland, and in the future replacement of the eDevelopment service.

Discovery is scheduled to run between November 2021 to February 2022 and will include:

  • user research
  • analysis of current payment solutions
  • analysis of the current fee calculator
  • processes for reconciling payments to applications
  • data flows from payment components to accounting / ERP systems
  • stakeholder review (appetite for change, identification of early testing/adopter local authorities)
  • a technical options appraisal for a prototype to be developed within the Alpha phase
  • interactive mock-ups showing an early design for fee calculation and payment

Alpha is scheduled to run between February 2022 to May 2022 and will deliver:

  • a working prototype for the payment system and fee calculator
  • usability testing findings
  • a trial with two local authorities
  • recommendations for future development
