On 8 November 2022 we laid the Revised Draft National Planning Framework in the Scottish Parliament for approval along with an Explanatory Report that outlines the changes from Draft NPF4 to the Revised Draft. On 11 January 2023, NPF4 was approved by the Scottish Parliament. This is a significant milestone for Scotland’s planning system.
The next stage is for NPF4 to be adopted and published by Scottish Ministers. We intend to do that at 9am on Monday 13 February 2023, at which time it will become part of the statutory development plan.
The following documents were published on 8 November 2022:
NPF4 is a product of extensive engagement and collaboration, including 3 rounds of consultation: the Call for Ideas (2020), the Position Statement (2020) and Draft NPF4 (2021). You can also access a range of evidence and data that has supported the preparation of NPF4.
On adoption we will commence the provisions in the Planning Act which will make NPF4 part of the statutory development plan. The Existing National Planning Framework 3 and Scottish Planning Policy remain in place until NPF4 has been adopted by Scottish Ministers. Further information about the status of NPF4 and next steps can be found in this Letter by the Planning Minister and Chief Planner.
